The engine was a Liquid cooled cooled Four stroke V- twin cylinder. SOHC, 2 valve per cylinder. The engine featured a 9.8:1 [[compression ratio]]. 
 
==Drive==
Power was moderated via the Wet plates. 
 
==Chassis==
It came with a 130/90-16 front [[tire]] and a 140/90-16 rear tire. Stopping was achieved via Single 300m disc 2 piston caliper in the front and a 180 mm Drum in the rear. The front suspension was a  Telescopic fork while the rear was equipped with a Swing arm - Monoshock. The VN400 Vulcan was fitted with a 15 Liters / 3.9 US gal fuel tank. The bike weighed just 233.0 kg / 513.7 lbs. The wheelbase was 1605 mm / 63.2 in long.
